摘要
绩效评价指标体系是绩效评价系统的核心构成要素,运用平衡计分卡的基本思想设计了高校行政管理部门绩效评价指标体系.通过调查确定指标间的直接关联,应用决策实验室分析法进行评价指标的定量分析,探讨了各绩效评价指标间相互依赖和相互影响的关系,提出从绩效指标中心度排序、绩效指标原因度排序以及因果图等三个方面寻找提高部门绩效的措施,为高校行政管理部门绩效评价和管理提供分析依据.
The performance evaluation index system is the core factor for performance evaluation system. This paper constructs a performance evaluation index system for university administrative departments using the balanced scorecard (BSC) strategic performance evaluation tools. The inter - relations between each pair of indexes were decided by making inquires, and the effects of evaluation indexes were analyzed quantitatively by decision - making trial and evalueation laboratory DEMATEL ap- proach. The interdependence and mutual influence degree are discussed between indexes of performance evaluation. Based on the model it was proposed that investigating improvement measures of performance of university administrative departments from ranking of performance evaluation index'centeral degrees, ranking of performance evaluation index/causal degrees and cause - effect diagram, and it provides the analysis basis for the performance evaluation and management of university administrative departments.
