面向学习型社会的非学历证书考试发展与策略 被引量:4

On the Development and Its Strategies of Non-diploma Certificate Test in the Learning Society

摘要 "完善终身教育体系,建设学习型社会"是我国社会发展的重要目标,非学历证书考试是构建学习型社会的重要途径。当前,学习型社会建设在给非学历考试带来了快速发展机会的同时,也提出了更高的要求,需要在立法、管理、评价等多方面进行改进。在构建学习型社会的目标下,非学历证书考试的发展需加强法治建设,提高非学历考试地位;推进考试机构管理的规范化、科学化和服务大众化;面向社会和行业发展,充分整合和利用各类教育资源;建立科学的评价体系,提高人力资源开发质量,从而促进人尽其能、人尽其力的社会氛围的形成,进而促进社会的发展进步。 Currently, it is an important goal in the social development in China to improve the lifelong education system and build a learning society. In the process, the non-diploma certificate test is an important approach to realize learning society. Lifelong education and learning society not only provide develop opportunities but also put forward new requirements for non-diploma certificate test, therefore, the legislation, management, evaluation and other aspects in non-diploma certificate test should be improved. To realize the goal of building learning society, the development strategies of non-diploma certificate test are as following: s test and improving its status; promoting the standardization, trengthening the law construction of non-diploma certificate seientization and service popularity of the management of test institutions; integrating and making full use of all types of educational resources to meet the needs of society and industry development; establishing the scientific evaluation system and improving the quality of human resources development so as to establish the social atmosphere of everybody doing one's best and promote the development of the society.
