湖北省家庭农场发展问题研究

Research on Hubei Province Family Farm Development

家庭农场作为一种新型农业经营主体,在解决农村土地"撂荒"和流转土地"非粮化"、"非农化"问题,完善农村基本经营制度,发展规模经营、提高劳动生产率过程中具有重要作用。在全面把握湖北省家庭农场发展现状,客观剖析湖北省家庭农场发展面临主要问题的基础上,提出政策建议:在完善家庭农场认定标准方面,要以人均总收入为标准考核经营目标,以经营结构和具体种养产品种类确定经营规模,以技术水平衡量经营者的经营资格;在加强服务体系建设方面,要做好服务体系的顶层设计,明确各类涉农主体职责,强化服务动力,丰富和完善服务内容,并依托农业产业信息公共服务平台,打通服务供需信息互通渠道;通过加强思想教育和农技培训,提高经营者综合素质;从资金支持、基础设施建设保障和奖励政策制定三方面,加大对家庭农场的扶持力度。

The family farm as a new agricultural managing body plays an important role on solving the problem of abandoned land, non-food land and non-agriculture land problem, improving the rural basic management systems, developing large scale management and improving labor productivity in the process. Based on the comprehensive consideration of the current situation and objective analysis on the main problems of the family farm development in Hubei Province, we put forward some specific policy recommendations on how to promote the development of family farms in Hubei Province, in the aspect of improving the family farm standards, per capital total income should be used as the standard assessment objective and operating structure, the specific farming product categories should be used to determine the operation scale, and the technical level should be used to measure operator＇s operation qualification; in the aspect of strengthening service system construction, a good job should be done to carry on the top-level design of service system, clear various types of related agriculture body＇s duty, strengthen the service power, enrich and perfect the service content, rely on agriculture industry information public service platform to open the service supply and demand information exchange channel; improving the comprehensive quality of operators by strengthening ideological education and agricultural training; increasing the support to family farm by financial support, infrastructure security and incentive nnli,∽v
