推进十三五时期社区建设的着力点

编制"十三五"社区服务体系规划须着眼于问题,当前的问题主要有,社区服务与居民的需求对接还需进一步完善;物业与居民之间的冲突,存在社会稳定隐患;通过居民自身治理实现社区治理成为新的课题。"十三五"社区服务体系规划应紧紧围绕依法治国、全面正确履行政府职能和社会治理体制创新,推进社区自治,完善社区服务体系和培育社区社会组织,处理好法治和自治、政府与社会、治理与培育的关系,并将其作为推进"十三五"时期社区建设工作的三个着力点。

The ＂Thirteen Five-plan＂ planning is near at hand, planning for community service building is our key problem. The current issues facing community service building are： although community service still need to be adjusted for the needs of the residents, there are conflicts between the service providers and the residents which poses as a risk to social stability. Self-governance that lead to community governance has become a new issue. With our focus on these actual problems, ＂Thirteen Five-plan ＂ community service system planning should focus on the rule of law, fully and properly perform government functions and social management system innovation, promote community self-government, improve the community service system and foster community social organizations. We should also promote the healthy relationship between the rule of law and good deal of autonomy, the relationship between government and society, and that of governance and nurture, and thus making these community-building efforts as the three ＂ Thirteen Five-plan ＂ period key points.
