The gnvernment should make effective and strategic arrangement to train people who come from varinus regions, the government should do right things and refrain fi＇om doing the others. The focus of the future work is to fulfill the obligations of legal liability, to standardize management, to create the information symmetry and to develop the primary level democracy self-government management and long-term mechanism.
