摘要
我国科技人才政策实施成效,存在地区结构性差异。本文构建总量指标与密度指标相结合的评价指标体系,利用统计数据分析我国东中西部地区科技人才政策成效。研究发现,2002-2011年,中西部地区与东部地区的科技能力指数差距有所发散,而科技产出效能指数差距有所收敛,表明新时期我国科技人才引进、培养和流动政策没有逆转中西部与东部地区科技能力差距发散趋势,而科技人才激励政策在中西部地区产生了显著成效。
There exist regional structural differences of implementation effect of our scientific and technological talent policy. Establishing the evaluation index system including the total index and density index, empirically analyze the effectiveness of our scientific and technological talents policy between East-central-west regions with the statistic.at data. The findings show that from 2002 to 2011, technology capability indices gap between the central-west regions and the eastern presents a divergence, while, the gap of the index of scientific and technological output efficiency takes on a convergent, which indicates ~hat our introductinn, cultivation and flow policy on scientific and technological talent haven' t reversed the divergent ~rend of scientific and technological ability gap across the Midwest and eastern regions in the new period, however the incentive policy of the scientific and technological talents has produced significant results in the Midwest regions.
