环境与自由贸易谈判趋势

贸易与环境议题当前备受各国重视。本文从环境产品的范畴演化出发,调查环境市场的发展现状,阐述了近十余年来的环境谈判的发展历程。通过分析,发现全球环境产品市场增速较快,贸易自由化的进展较快,区域贸易协定中的环境议题覆盖面广。在环境与贸易开放协调发展的大形势下,建议政府以积极的姿态,参与双边与多边的贸易与环境谈判,争取最大的利益。

The great importance is attached to the theme of trade and environment. The paper depicts the evolution of global trade liberalization of environmental goods over a decade from three aspects, i.e. definition and classification of environmental goods, environmental market and environmental negotiations. The findings show that global environmental market grows rapidly with aggressive trade liberalization. Environmental theme widely appears in the regional trade negotiations. It suggests that the government take an initiative to participate in bilateral and multilateral trade and environmental negotiations.
