摘要
21世纪的人才是创新创业型人才,三螺旋理论是构建大学生创新创业能力培养协同机制的理论基石。高校、政府、企业协同培养创新创业型人才,有利于发挥各育人主体的资源优势,激活资源存量,放大资源效能,实现协同方利益最大化。协同育人日益成为人才培养与经济社会发展相结合的有效途径。协同育人的关键是建立大学生创新创业能力协同培养的体制机制,形成育人共同体,加强各协同方的联系、扩大耦合界面。高校、政府、企业三方联动的人才培养机制具有目标一致性、主体互动性、时空接续性和效益放大性的特征,包括战略协同、资源协同、信息协同、决策协同和制度协同等内容。三方联动耦合的人才培养机制的实现,可以从组织领导、资源共享、激励约束、考核评价和组织文化等方面着手。
The talent in twenty-first century is the innovative and entrepreneurial talent. Triple Helix theory is the theoretical cornerstones to build the collaborative mechanism of undergraduate' s innovative and entrepreneurial ability cultivation. There exist several benefits that universities, government and enterprise cooperate to cultivate innovative and entrepreneurial talents. It is beneficial to make full use of the resource advantage of each educational subject, activate existed resource and expand resource efficiency, to realize the benefit maximization of collaborative parties. Collaborative education has increasingly become an effective way in the combination of talent cultivation and society development. It has the features of goal congruence, subjective interactivity, spatio-temporal continuation and efficiency expanding. It includes strategy coordination, resource collaboration, information synergism, decisive-making synergy, systematic operation and so forth. To build collaborative education operating mechanism, colleges and universities should make efforts in aspects of organization and leadership mechanism, resource sharing mechanism, incentive and constraint mechanism, evaluation mechanism and culture system.
