竞争对医疗费用和医疗质量的影响--基于广东省数据的实证研究

目前对竞争在医疗市场的作用看法并不一致,本文通过对广东省市级数据的实证分析,研究竞争在医疗市场的作用,为控制医疗费用,提升医疗质量提供政策建议。研究发现竞争能够降低公立医院医疗费用,改善住院服务的医疗质量,升高公立医院的门诊费用。非营利性医院和营利性医院在规模和效率方面的竞争在降低住院医疗费用,提升住院医疗质量方面效果显著。每万常住人口拥有的医院数量对公立医院门诊和住院费用的影响效果不显著。建议鼓励医疗行业的竞争,提升竞争的层次,改革医疗保险体制,使医疗保险制度在提升医疗质量,降低医疗费用方面发挥更大的作用。

This paper studies the effect of competition in medical market empirically, based on municipal level data of Guangdong province, to provide advice on controlling medical expenses and improving the quality of medical treatment. The study finds that competition can reduce medical expenses of public hospital, improve the medical quality of hospital service, and increase the outpatient expenses of public hospital. The effect of competition between non-profit hospital and profit hospital on size and effectiveness is significant on reducing the hospitalization expenses and improving hospital medical service quality. The effect of the number of hospitals for per million hospitalization expenses of public hospitals. Suggestions are made resident population is non-significant on outpatient and to encourage the competition in medical industry, enhance the competitive level, reform the medical insurance system to play a bigger role on improving the quality of medical treatment and reducing the medical cost .
