完善我国高校党委与行政议事决策制度的探讨

Discussion on Improvement of Decision-making Rules of Procedures of Standing Committee of CPC and Administration of Colleges and Universities in China

落实"党委领导下的校长负责制",从制度层面上规范完善党委常委会(全委会)和校长办公会(校务会)议事规则,更好地发挥党委和校长两方面的积极性和协同性,对于推进学校健康快速发展具有重要意义。从调查结果看,目前高校"两个规则"存在的主要问题是缺乏统筹考虑,衔接对应,存在"割裂"现象。"加强统筹协调"是完善两个规则的基本思路。在议事范围方面,党委常委会和校长办公会可分别划分为"对上级落实要求、与对方共同议事、对自身独立决策"三类事项,两个规则可内容对应、表述统一;在议事人员方面可适当扩大范围,兼顾议事效率。

The implementation of ＂president responsibility system under the Party Committee leadership＂, specification and improvement of Decision-making Rules of Procedures of Standing Committee of CPC （Committee） and President Office＇s meeting（The Council） from rules＇ level are important in promoting the healthy and rapid development of colleges and universities. They make better performance of enthusiasm and coordination of the Party Committee and the President. The results of survey show that generally at present two rules in colleges and universities are not jointly and cohesively considered, but they lack cohesion and corresponding, and they are separate from each other. The basic idea to improve these two rules is to strengthen the coordination and overall consideration. In terms of subjects in decision-making rules , the Standing Committee and President Office＇s meeting can be divided into the following three issues： ＂implement higher authorities, being together to discuss and making of CPC （Committee） the requirements of decisions with the other party, independently make decisions of itself＂. The two rules can be corresponding in the contents and keep consistent in expressions; in terms of personnel in decision-making rules, the participants of the two meetings can be expanded in order to keep efficiency in decision-making rules of procedures.
