美国老年教育立法经历了草创期、茁壮期、蓬勃发展期与稳定扩张期,其内容主要体现在教育立法、老年人立法和其他立法中。其特色主要有:以保障学习权为立法目的、以学习者为中心的原则、学习内容生活化与学习形式多样化、实施机构多元化、多渠道的资金来源和完备的师资培养制度。人口老龄化危机下,我国应借鉴美国老年教育立法经验推动老年教育发展,具体行动有:加快老年教育立法、完善老年教育立法体系、增强老年教育立法的科学性与操作性、健全老年教育的法律救济制度等。

The legislation of American elder education has undergone phases of growth and expansion through which the legislation is performed on education and for the aged. The legislation features in the commitment of learning, protection of learners, diversification and dimensions of financial supports. We should, in China, improve our legislation of elder education based on American experiences, including promoting the legislation of elder education, enhancing its operational accessibility and legal reliefs.
