韩中自由贸易协定达成实质性协议是韩国"新通商路线图"的重要成果。2013年6月,朴槿惠政府公布"新通商路线图",将重点放在"新FTA政策"上,力图促使韩国成为区域经济一体化的"核心轴"。为实现这一目标,韩国将韩中FTA视为首要发展的双边经贸关系。随着韩中FTA结束实质性谈判,韩国目前成为全世界唯一一个与美国、欧盟、中国和东盟都建立FTA的国家。韩国FTA政策的调整和转变必将对未来亚太区域自由贸易格局产生重要影响,为中国与其他国家的FTA推进提供示范。

The paper argues that the conclusion of Korea-China FTA negotiations is an important achievement in promoting Korea＇s ＂new trade road map. ＂ In June 2013, the Korean government announced the new trade road map, which is focused on Korea＇s new FTA policy. The main objective of Korea＇s new FTA policy is to be the linchpin in the process toward regional economic integration in the Asia-Pacific region, and to achicve this objective, Korea first promotes the FTA between Korea and China. After concluding the negotiations with China, Korea has become the only country in the world to have bilateral FTA networks with the US, EU, Chi- na, and the ASEAN countries. The adjustments and changes in Korea＇s FTA policy will not only have great influence on trade liberalization in the Asia-Pacific region in the future but will also provide a useful implementation model of the FTA policy for China and other countries.
