摘要
媒体和信息素养(MIL)的概念随时代的发展不断演变。近年来,联合国教科文组织(UNESCO)在全球MIL的提升方面做了一系列努力,并于2013年底发布了《全球媒体和信息素养评估框架》。该评估框架为我国提升媒体和信息素养提供了诸多启示:在宏观战略层面,要完善MIL教育体系,健全媒体与信息的相关法规;在中观策略层面,要实现MIL的评估与干预并重,发挥民间机构的力量;在实践操作层面,要重视教师培训,发挥国家和个人MIL的桥梁作用。
The concept of media and information literacy is evolving with the times. In recent years, UNESCO has made a se-ries of efforts on the development of the media and information literacy and published “Global Media and Information Literacy As-sessment Framework” at the end of 2013. The interpretation and analysis of this assessment framework is an inspiration for the deve-lopment of media and information literacy in China. At the national strategic level, the MIL education system and the relevant legal system should be improved. In view of the strategic level, more attention should be paid to assessment and intervention of MIL, with the help of the non-governmental organizations. At the operational level, the teacher training should be emphasized, serving as a bridge of national and personal development of MIL.
