摘要
通过政府购买体育场馆公共服务,实现体育场馆运营手段的市场化和公共服务效益的最大化,可为破解体育场馆运营困难和公共服务供给不足的矛盾提供全新思路。在分析政府购买体育场馆公共服务现状的基础上,从基本原则、相关主体、和配套措施三个方面提出了政府购买体育场馆公共服务改革和制度设计方案,并以深圳市体育中心案例进行实践研究。
It could provide a new train of thought for breaking the operation deadlock of sports venues in the past and solving the contradiction of insufficient supply of public service in sports venues by means of propelling the government purchasing of public services in sports venues so as to realize the marketization of sports venues operation means and maximize the benefit of the public service. The research based on the situation of government purchasing of public Services in Sports Venues, and proposed the system design scheme of government purchasepublic services in sports venues on the basic principles, main bodyand the supporting measures three aspects, as well study on practical casesinShenzhensportscenter.
