摘要
大学的学术性决定了从事教学和研究的大学教师在大学管理上的绝对权力。我国大学具有典型的官僚组织特征,它导致了大学教师地位下滑和大学教师参与管理有名无实;学术官僚化进一步导致普通大学教师丧失学术话语权。教师的学术水平和学术道德是大学教师治校的根基;大学自身的"去官僚化"是大学教师参与大学内部管理的前提;教师工会和教授会是实现大学内部管理权力制衡的现实选择;学术委员会的合法化是大学回归学术本位的途径;学术权威的"去官员化"是繁荣学术的必要条件。
Universities' academic nature determines the absolute power of university management of teachers,who are engaged in teaching and academic researches. However,Chinese universities have the typical characteristics of the bureaucratic organization, which results in teachers' declined status and the limited participation in university management. The bureaucratization of academy brings about the further loss of ordinary teachers' academic discourse power. Teachers' academic level and academic morality are the foundation of their university management;the anti-bureaucratization of universities is the premise;teachers' union and the professoriate will be the best way of balancing the academics and power;the legalization of academic committee is the approach to the university academic transfer; the de-officialization of academic authority is an indispensable approach to the academic prosperity.
