加强基层服务型党组织建设的五个着力点

Five Stress Points in Strengthening Service-based Party Organization at Grass Root Level

"以服务群众、做群众工作为主要任务加强基层服务型党组织建设"是党的十八大对基层党建工作创新提出的新任务和新目标,也是实现党的十八届三中全会提出的"推动国家治理体系和治理能力现代化"目标的一项基础工程。加强基层服务型党组织建设,关键要从五个方面重点着手:一是推动基层党组织功能转型,从工作理念和工作方法上实现管理为主向服务为主转变;二是紧紧围绕"五个服务"开展工作,提高服务群众工作的针对性和实效性;三是及时总结宣传基层探索的典型经验,营造党组织服务群众"创先争优"的良好氛围;四是统筹协调各类服务资源,形成服务群众的合力;五是加大群众评议的权重指数,激发基层党员干部服务群众的动力。

To strengthen the construction of the service-based CPC organization at grass root level with serving the public as the major task is the new task and goal of the CPC for the innovation of the construction of the service-based CPC organization at grass root level in the Eighteenth National Congress of CPC. It is also one of the basic projects for realizing the goal of pushing national governance system and governance capability modernization put forward in the Third Plenary Meeting of the Eighteenth National Congress of CPC. We need to strengthen construction of the service-based CPC organization at grass root level from the following five aspects： First is to push the functional transition of the party organization at grass root level, that is, to push the transition from administration-oriented organization to service-oriented organization from both working idea to working style; Second is to serve the public around the Five Service Themes to improve the efficiency of working for the public; Third, timely summarize and make public the typical experience of new explorations in organizations at grass root level to create a nice atmosphere for serving the public; the fourth is to plan and coordinate various kinds of service resources to serve best the public; the fifth is to increase the weight of public evaluation to inspire the motive of civil servants in serving the public.
