摘要
笔者参与了位于非洲的埃塞俄比亚铁路、轻轨项目的勘察设计及轻轨项目施工的合同成本管理工作,结合海外EPC项目特点,就项目的勘察设计、施工、成本管理、合同履约、风险管理等几个方面进行了研究,笔者认为只有在项目签订合同前做好费率及材料价格走势的预判,才能在项目的合同签订前做到规避风险,在项目的实施中严格遵守EPC合同条款及FIDIC通用条款才能化解风险。文章一方面对在埃塞俄比亚铁路、轻轨项目的勘察设计及项目管理中遇到的问题进行总结,另一方面为今后其他中资企业在海外承担EPC项目有所借鉴和帮助,供海外EPC项目管理参考。
The research takes Ethiopia railway and light rail transit the author took part in as an example and combines with the characteristics of oversea EPC projects. The research is conducted in the following aspects:project survey and design, construction, cost management, contract compliance and risk management, etc. The author thinks the risks can be avoided only on the base of appropriate prediction of rate and material price trend before the project contract signing. The risks can be defused only by strictly abiding EPC contract terms and FIDIC general terms and conditions befare the project implementation. In this paper, the problems in survey and design as well as project management of Ethiopia rail-way and light rail transit have been summarized. Hopefully it could provide reference to the oversea EPC projects of the other China-invested enterprises.
