两汉公府辟召制度探析

公府辟召是两汉时期一种重要的官员入仕途径,作为一种高级官员自辟掾属制度,既是中央高级官吏的一项特权也是简拔人才的手段,曾为政府输送了不少人才。同时,由于选人用人上存在着很大的自由,在政治混乱时期,它容易脱离监管,造成吏治腐败。门生故吏之风的盛行,也对中央集权制造成危害,成为东汉后期分裂的根源之一。

The recruitment by the government office in ancient times is an important method to get official career during the East and West Han Dynasty. As an official system initiated by the senior officials, it is a privilege of the central senior officials, and also a means of selecting talents which once input talents for the government. At the same time, there exists a high level of freedom in choo- sing and employing persons, in the era of political turmoil, it easily resulted in neglecting the regulatory, bureaucracy corruption, and even the wind of one＇ s intimate party followers and students. It also did harm to centralism and became one reason of late Eastern Han dynasty division.
