西宁市湟中县创建国家公共文化服务体系示范区调查研究

An Investigation of National Public Cultural Service System Demonstration Area in Huangzhong County of Xining

西宁市获得创建国家公共文化服务体系示范区的资格。湟中县作为西宁市的直管三县之一,在创建示范区工作中虽然有良好的基础和优势条件,但财政支撑缺乏、文化设施运作效益低下、文化队伍建设数量与质量偏低、部门与区域缺乏联动等问题仍很突出。提出应坚持政府引导、工作效能为导向,遵从群众文化需求为中心,引进和培优秀文化人才为途径,统筹部门和区域协调为突破,保障广大人民群众的基本文化权益,全面提升公共文化服务效能。

The second batch of national public cultural service system demonstration area started to create. Xining eventually quali？fied. As one of the three straight counties of Xining,Huangzhong county has a good foundation and advantages in the creation of the demon？stration area. However,the lack of financial support,operation inefficiency,low quality and quantity of cultural team building,and linkage sectors and regions are still outstanding issues. We should adhere to government guidance,work in an efficiency-oriented way and comply with the demand of the citizens and bring in and train good talents. At the same time,we should strengthen departmental and regional inter？action as a breakthrough so as to protect people’s basic cultural rights and enhance the effectiveness of public cultural services.
