京杭运河扬州段沿运灌区用水情况分析及管理建议

Water consumption in irrigation districts along the Yangzhou Section of the Grand Canal of Beijing-Hangzhou: analysis and managerial suggestions

京杭运河扬州段沿运灌区位于南水北调东线工程源头段,加强用其水管理,做到合理用水,不仅关系到京杭运河沿线城乡居民生活、工农业生产、交通航运等各个方面利益,更对南水北调东线工程实现向北送水目标有着直接的影响。通过对近年来灌区用水检查管理的总结,结合沿运灌区管理现状,分析了当前存在的主要问题,提出沿运灌区今后管理发展的方向,以更好地适应南水北调通水运行的要求,适应沿运各地经济社会发展的需要。

Irrigation districts along the Yangzhou Section of Grand Canal are located in the source of the Eastern Route of South-to-North Water Diversion Project. Rational use of water and its governance in the area closely relate to the interests of people living along the diversion route, every aspect of industrial and agricuhural production and navigation and have direct influence on the realization of target of transferring water to the north of project. Upon review of water use of these irrigation districts in recent years and current situation and main issues in the management of irrigation districts along the Grand Canal, the direction for their development and management are pointed out so as to satisfy the requirement of water diversion operation and needs of eco-social development in the region.
