高等教育发展一直是我国党和政府及人民群众最关心的社会热点问题,而独立学院的发展作为我国高等教育的重要补充和形式创新,近年来的发展也受到了社会大众的普遍关注。党的十八届三中全会进一步明确要推动和深化教育领域综合改革,国家教育部也针对独立学院的发展提出了明确的指导意见和方针,围绕着"深化教育领域综合改革"总体要求,明确了教育改革的攻坚方向和重点举措,对促进独立学院的发展和转型、努力办好人民满意的教育,具有极为重要的指导意义。
