马克思主义人学理论、协同学理论和群体动力学理论以及教育生态理论是教育治理现代化的理论依据。教育治理现代化就是要通过"教育治理"来实现"人性的解放"和"生产力的提升",从而促进教育事业的健康发展,培育国家、社会所需要的创新型人才。教育治理的科学化、民主化、教育化与制度化的有机结合,不仅是教育治理现代化的有效途径,也是教育治理现代化的本质内涵和根本特征。

The theoretical bases of education governance modernization are Marxism human theory,synergy evolution principal and group dynamics theory,as well as education ecological theory. Education governance modernization means to prompt healthy development of education and cultivate innovative talents needed by the nation and society through ＂liberation of human nature＂and ＂improvement of productivity＂. Meanwhile,the combination of scientific,democratic and educational and systematic education governance is not only an effective means for education governance modernization,but also reflecting the natural connotation and fundamental characteristics of education governance modernization.
