高考双轨制改革:受教育权深化保障的有益机会

Dual-mode College Entrance Examination: An Occasion to Deepen the Protection of the Right to Education

双轨制高考改革能够增强中职学生面向高等教育时行使选择权的能力,直接减少职业与学术两轨间教育选择权行使能力的不平等;能够在职业教育与普通教育间打开"转轨"的新通道,为人的自主发展提供更大的可能性;能够为教育系统带来积极的后续联动效应,有助于公民受教育权的全面深化保障。为实质性地促进公民受教育权的深化保障,改革实施中需要合理规划考试形式和内容,扶助高职院校提升教育质量,引导学生准确定位并理性选择,同时进一步构建开放互动可转换的人才培养"立交桥"。

Dual-mode college entrance examination would be able to enhance the capacity for the right to choose to accept higher education of the secondary vocational school students,accordingly reducing the inequality of exercise abilities of the right to choice of education of citizens between vocational education and academic education. It could create a new channel between vocational education and academic education,providing multi-track autonomous development for individual citizen,so the protection of the right to choice of education of all citizens could be deepened. For the substantial development of the protection of the right to education,reform on dual-mode college entrance examination needs to reasonably plan the form and content of the examination,assist higher vocational colleges in improving the quality of education,and guide students orientating their vocational interest and choosing their development direction reasonable. Meanwhile,an exoteric and dynamic overpass of talent cultivation should be established.
