摘要 强制发表对于科学的发展有着不可替代的作用。强制发表极大地降低了学术评价的成本,非常有助于遴选学术人才并激励学者做出学术贡献。因此,应该改革的不是强制发表制度,而是不合理的行政干预、低水平的学术期刊、研究人员的低待遇以及研究型院校与教学型院校不分的现状。 Compulsive publication plays an indispensable role in the development of science. It would greatly reduce the cost of academic evaluation,help discriminate among scholars,and promote scholars to make academic contributions. Consequently,reform should be directed at excessive administrative intervention,unqualified academic journals,low payment of researchers,as well as the mingling of research and teaching oriented institutions.
