我国高校科研管理问题与原因分析

Problems in University Research Management in China

研究运用了文献研究与实践经验反思的方法。阐述了高校科研管理中主要问题:科研组织形式僵化、科研团队合作成效不高、科研评价机制不健全、科研管理行政化强学术性弱、科研管理战略性严重缺乏等突出问题与消极影响。分析了其背后的深层次原因:学科资源固化的院系管理模式、不合理的分配机制与评价机制、官本位文化、泰勒式简单管理思维、对模式Ⅱ知识生产时代的不适应、高度集中的管理体制与大学内部治理结构不合理等。旨在通过问题研究,提升高校科研管理水平,促进高校科研创新与成果转化。

By way of literature research and practical reflection,the paper discussed the main problems and their negative influence on research management in Chinese universities,including stiff institutional form,insufficient research team building,unhealthy research evaluation system,high administrative and low academic style in management activity,low level of strategy,and revealed the deep reason behind those problems,such as department and faculty management style with solidified resources,unreasonable distribution mechanism and evaluation systems,official standard culture,Taylor＇s simple management thought,non-adaptable style to Mode Ⅱ knowledge production era,highly centralized management system and unreasonable inner governance structure in universities,etc. With problem research,the study aims to improve research management and enhance innovation level and transfer rate of university research in China.
