社会资本视角下社会治理困境的突破

Solutions to the Problems in Social Governance from the Perspective of Social Capital

社会转型时期,社会治理难度加大。为了突破社会治理困境,本文试图超越传统分析路径,从社会资本的视角对社会治理进行探讨。本文认为,社会资本与社会治理的内在逻辑联系表现在两个方面:一是社会资本强调的公众参与网络与社会治理中的主体多元性相一致;二是社会资本强调的信任互惠与社会治理中的透明、责任原则相契合。在社会治理中,丰富的社会资本有助于协调社会关系,化解社会矛盾,规范社会秩序,构建社会主义和谐社会。但是,由于政府权力越位、民间组织发育不良、制度有效供给不足,致使当前社会资本极为稀缺,不利于社会治理。为了更好地培育社会资本,丰富社会资本存量,应该实施政府简政放权、发展民间组织;培养公民意识、塑造理性社会;完善法制体系、提供制度保障;倡导核心价值、构建诚信社会等措施,突破当前的社会治理困境,不断推进国家治理能力的现代化。

It is difficult to govern the society during the period of social transformation. This paper,going beyond the traditional perspective,studies social governance from the perspective of social capital,and analyzes the internal logic relation between social capital and social governance. The analysis reveals that the public＇s participation in the network emphasized by social capital accords with the subject pluralism of social governance,and that the trust and reciprocity stressed by social capital correspond to the principles of transparency and responsibility. In social governance,abundant social capital contributes to the coordination of social relations,resolution of social conflicts,regulation of social order,and the construction of harmonious socialist society. However,because of the offside power of government,immaturity of nongovernmental organization and the insufficiency of effective supply to the system,the current social capital is extremely scarce,and not conducive to social governance. The author believes that,for the purpose of better cultivating social capital and enriching social capital stock,we should implement government streamlining,develop civil society organizations,cultivate civic awareness,shape rational society,perfect law system,and provide system safeguard,advocate core values,construct social credit and so on,so as to find solutions to the problems in current social governance,and continuously push forward the modernization of national governance ability.
