红河哈尼族彝族自治州(以下简称红河州)以"美丽家园"建设作为深化农村综合改革的突破口,在实践中探索出来的"X+5"建设模式,开创性地勾画出西部民族地区农村综合改革实践路径。即以产业为支撑,深化"主体培育、组织引领、文化塑造、城乡一体、环境改善"五项改革,带动和促进农村经济、政治、文化、社会、生态文明建设协调发展。
