高等教育区域合作与发展，需要国家强有力的法律支持和政策扶持，需要合作各方人力、物力、财力的投入保障。欧洲高等教育区的建设充分凸显了其管理和服务的职能，有效地将欧洲地区改革体制和完善机制相结合，促进了欧洲区域高校战略合作与发展。学习、借鉴欧洲高等教育区建设的先进经验，合理利用本土教育资源，从组织、投资与保障等方面，完善区域高等教育合作与发展的体制机制，是推进我国高等教育区域合作与发展健康运行的基本保障。

The regional cooperation and development of higher education needs the supports from the national law and policy as well as the investments in the manpower ,material resources and finances .The construction of higher education regions in Europe put the emphasis on its functions of managements and services ,which combines the reform system in Europe with the perfection of machismo so effectively that it has put ahead the strategic cooperation and development between universities in a region in Europe .The advanced experiences from Europe tell that the healthy movement of the regional cooperation and development of higher education in China lies in taking the advantages of the local education resources and in perfecting the system and mechanism of the cooperation and development from the aspects of organization ,investment and guarantee ,etc .
