"尚贤",即崇尚贤能。《战国策》中一些篇章展现了一个新兴阶层"纵横家"的群像。纵横家思想也一定程度代表了当时的主流思潮。《战国策》一书展示了纵横家们的别样才能,那些活跃于各国朝堂之上的谋臣策士、游说之徒用他们的勇气、智慧强势地影响着诸侯国的兴衰存亡,这也从一个侧面反映了当时社会上对"尚贤"思想的普遍认可。一些篇章从士阶层立场出发,所提出的不拘一格选贤任能的主张"尊贤""尚贤",可以说是提出了相对完整的关于人才选拔使用的措施与初步理论。
