摘要
政府信任是政府合法性的基础,能有效降低行政成本,通过构建电子政务提升政府信任是当前理论界关注的热点话题。本文在社会公众对电子政务、政府信任等变量数据调研的基础上,应用回归分析研究表明:公民满意度是电子政务与政府信任的部分中介变量,揭示了电子政务对公民心理和行为倾向的作用机制。该结论表明:政府应当以公民为中心、通过有效设计"公民参与"为核心的电子政务来提高政府的管理、公共服务水平,增强政务服务的公民满意度,提升公民对政府的信任水平。
Trust in government is the foundation of government legitimacy which can reduce ad- ministrative costs. Enhancing trust in government through building e-government is the current hot topic of concern theorists. Based on the survey of the public attitude on the e-government, trust in government and other variable data, this paper using regression method shows that citizen satisfaction is a partial mediated variable between e-government and trust in government. This conclusion reveals the mechanisms of e-government' s impact on the psychological of citizens and their behavioral tend- encies. This conclusion shows that the government should communicate with the citizens of the com- munity actively, should take citizens for customers and communicate with them positively as the core to building e-government system in order to raise the level of the public trust in government institu- tions.
