This paper discusses the gaining and using modes of resources and powers as surface performance layer and by this go deep into values, ideas, faith as core guidance layer, uncovering the interaction matter between four stages and their continuity, as well as constitute forms and constitution elements four stages of development based on case of Shenz- hen innovation culture system from the perspective of combination of history with structure.
