“十三五”上海参与“一带一路”建设的定位与机制设计

Location and Mechanism Design of Shanghai's Participation in the “One Belt and One Road” Strategy During the 13th Five-Year Plan Period

该文从上海在"十三五"规划期间积极参与"一带一路"建设的基本逻辑结构出发,研究各主体的大三角互动关系,在此基础上对上海将扮演的角色进行定位,最后指出上海在参与"一带一路"建设中的努力方向是:实现一个机制,构筑"一带一路"、"四个中心"和建设上海自贸区三者相互支撑格局,构建有利于国家多种战略充分整合的机制、体制探索平台,最终形成国家多个战略复合体的全方位突破。

＂13th Five-Year Plan＂begins in critical period,when China comprehensively deepening the reform,and will be ended in 2020,at that time to realize a well-off society in an all-round way. A series of national strategy brings to the reform and development of Shanghai motivation,pressure,challenges and opportunities. Starting from the basic logical structure of Shanghai to take part in construction of ＂One Belt and One Road＂,we study the big triangle interaction system,and determine the role of Shanghai in the end. Finally,we explicitly pointed out the direction of Shanghai ＇s participation in the ＂one Belt and one Road ＂Strategy：build a mechanism; build a mutual support pattern of ＂one Belt and one Road＂,＂Four centers＂and Shanghai free trade zone; explore and build mechanism and system platform,which is beneficial to the integration of a variety of national strategies; eventually form a breakthrough path of complex,which consists of a variety of national strategies.
