陕西农村金融资金配置效率县域差异分析

Difference Analysis on Rural Financial Capital Allocation Efficiency among Counties in Shaanxi Province

基于DEA方法和回归分析法,对2003—2012年陕西省87个县域层面农村金融资金配置的综合效率、纯技术效率、规模效率进行了实证分析。研究结果表明:县域农业贷款产值率与县域农村金融资金配置效率存在相关关系,即县域涉农贷款规模与县域农村金融资金配置效率相关。在县域资本流动总量受资本要素收益与财政金融政策双重影响条件下,资本流动的回波效应易于在自然资源欠丰裕的县域出现;而一省县域传统农业向资本较为密集的现代农业转型进程的快慢,一定程度上取决于本省农业资本流动由回波效应阶段进入扩散效应阶段之速度的快慢,这是一种需持续引入制度创新以引致制度变迁的演进过程。

In this paper ,DEA analysis method and regression method based on the comprehensive efficiency ,capital of 2003‐2012 year Shaanxi 87 county level rural financial allocation of pure technical efficiency and scale efficiency of the empirical analysis ;empirical study show s that there exists relationship between county agriculture loan rate of output value and county rural financial capital allocation efficiency , namely the efficiency of rural financial resource allocation county agriculture loan scale and county related . In the total county capital flows were capital factor income and financial policy under the condition of double effect ,echo effect of capital flows is easy to natural resources abundant county owed appeared ;and a county of traditional agriculture to capital intensive process of modern agricultural transformation of the speed ,a speed depends on the agricultural capital flow s by echo effect of phase into the diffusion effect of phase speed ;this is a need to continue the introduction of institutional innovation in the evolution process of induced institutional change .
