On perfecting legalization of coal mine production safety management

从法治的视角探讨煤矿安全生产,通过分析煤矿安全生产法治化存在的突出问题、形成原因以及实现方向与路径,建议应在煤炭行业深入落实依法治国方略,全过程、全方位地推进立法、执法、司法、守法科学协调发展,形成规范完善的煤矿安全生产法治体系。

From the perspective of legalization, the paper explores the production safety of coal mine, and through analyzing the prominent problems and reasons existing in the legalization of coal mine production safety management and its realizing direction and path, the paper propo- ses that the strategy of governing the country by law should be deeply implemented in the coal industry; the whole phases and all respects advancement of the legislation, law enforcement, judicature and law-abiding in coordinated development should be conducted to form the standard and perfect coal mine production safety legalization system.
