摘要
将煤矿风险预控管理体系看作一个系统,借鉴系统可靠度定义给出了煤矿风险预控管理体系运行完成度的定义并分析了其度量指标;在分别对神华集团体系运行效果的考核结果和样本分子公司自我考核结果进行信度分析的基础上,利用主成分分析法分别确定了该集团与样本分子公司的综合评价模型,对该集团体系实际运行效果进行了评估与分析;利用四象限法分别从集团层面和样本分子公司的角度出发,提出了有针对性的提升煤矿风险预控管理体系运行效果的建议。
Taking risk precontrol management system for coal mine as a whole, in aid of reliability definition of system, the definition of running completeness of risk precontrol management system for coal mine was given and the measure indexes were analyzed. On the basis of reliability analysis on the assessment results of running effect in the investigated Shenhua Group system and self assessment results in the subsidiary companies, the comprehensive evaluation models of Group and subsidiary companies were built by using the principal component analysis, respectively. The actual running effect in Shenhua Group system was evaluated and analyzed. In addition, the proposals for Shenhua Group and subsidiary companies were put forward to improve the running effect of risk precontrol management system, according to four-quadrant method.
