基于规划管理的小城镇控制性详细规划编制方法研究——以定陶县陈集镇为例

Study on the Preparation of Controlled Detailed Planning Methods of Small Towns Based on Planning Management——Taking the Town of Chenji in Dingtao County as an Example

基于小城镇控规中出现的刚性管控与管理弹性需求不协同等问题，本文以定陶县陈集镇为例，提出了小城镇控规编制三大突破路径：立足区域，确定城镇定位及产业布局；合理确定城镇开发强度；把握底线思维，制定刚柔并济的法定图则。

The rigid control of smal town management is in no coordination to the elastic demand of management. This paper took the town of Chenji in Dingtao County as an example put forward three major breakthrough paths of regulatory detailed planning of the small town. They are making the urban and industrial layout based on the region, carrying out reasonable urban development intensity and holding the botom line of thinking, formulating rigid and flexible statutory plan.
