摘要
农民增收难的问题,主要是由土地制度演变与宏观政策积弊这个历史原因造成的。要破解这个难题,就要认真贯彻落实党的十八届三中全会《决定》精神,让市场在资源配置中起决定作用,引导和鼓励工商资本进入农业,引导和鼓励农民进行土地流转,让工商资本和土地资源有效地结合起来,培育新型经营主体,创新农业发展方式,使土地产生"规模性剩余"和"技术性剩余",从根本上解决好农民增收难的问题。
The main reason of being difficult to increase farmer＇s income is the change of land system and the drawbacks of macro-policy. To solve the problem, we should implement the guiding principle of the Third Plenary Session of the 18th Central Committee of the Communist Party of China, in which let market to determine resource allocation, lead and encourage the capital to enter into the agriculture industry, guide farmers to transform the land, make the integration of industry capital and land resource, cultivate the new type of marketing way, innovate the development way of agriculture making land ＂surplus in scale＂ and ＂ surplus in a technical nature＂.
