摘要
在不同的国情和制度背景下,规划师的权力和责任有着不同的界定。研究以法国具有代表性的一类规划师——协调建筑师为主要研究对象,从制度设计的层面分析协调建筑师在法国开发控制体系中所承担的责任。研究表明,协调建筑师在开发控制中被授予整体控制和自由裁量的权力,并对地区的开发建设负有全局性和长期性的责任。在一种合理的制度设计框架下,规划师的专业素养和公共立场得到了有效保障,其承担的责任也有着严格的制度约束。
Planners＇ right and responsibility have different defi nitions under different institutions. The paper takes a particular type of planner-coordinate architect in France as a study case. The study shows that coordinate architects have general control and discretional power, and they are responsible for the regional long term development. Under a rational institutional framework, planners＇ professional skill and standing for the public is protected, and their responsibility is also defi ned by institution.
