The paper analyzes the impact of “equal right and price” on urban rural integrate planning, and argues that present planning practice is against the essence of integration. “Equal right and price” wil set a foundation for integration planning and preserving original characters. The approach also has problems in implementation subject, farmer’s benefit representation, and supplementary facilities.
