Thoughts on Deepening Customs Reforms in All-Round Ways——Learning from the Study of the Program for Deepening Customs Reforms in All-Round Ways

本文在认真学习十八大和十八届三中、四中全会精神的基础上,对新近海关总署党组印发的《海关全面深化改革总体方案》进行重点研读,从海关改革的思想基础、改革突破口和风险管理实战应用三个方面,紧密结合实际,围绕深化海关改革的重大课题进行理性思考和科学的再认识,建言献策,助力海关改革。

Based on the careful study of the principles of the ][8th National Congress of CPC and the 3rd and 4th Plenary Sessions of the 18th Central Committee of CPC, the article elaborates on the Program for Deepening Customs Reforms in All-Round Ways which was newly released by the Board of GACC. In addition, the major reforms, taking into account of the reality, the article also reflects on, in a rational and scientific way, projects in deepening Customs reforms from the aspects of ideological foundations of Customs breakthroughs of reforms and practice of risk management, and proposes recommendations to press ahead Customs reforms.
