边境地区网格化防控警务体系建设研究

A Research of the Construction of Policing System of Grid Prevention and Control in Border Regions

边境地区网格化防控警务体系是指依托公安边防部门垂直行政管理手段,将边境地区按一定标准划分成单元网格,通过创新整合公安边防部门警务实践模式,实现网格之间、网格外围信息互通、区域协同、警民联防、警务联动,建成一套比较精细、准确、规范的社会综合管理服务系统。分析了边境地区网格化防控警务体系建设的意义,探讨了建设边境地区网格化防控警务体系的基本思路和原则,以网格警务、民生警务、协作警务、科技警务、联调警务、预警警务、扁平警务、专业警务、反恐警务等为主要内容,探究当前边境地区警务治理的新模式,构建集"防范、管控、打击、治理、服务"五位一体的边境地区网格化警务新格局,筑牢边境地区和谐、安全、稳定根基。

Policing system of grid prevention and control in border regions relies on the vertical management of pub- lic security border control department. It divides border regions into unit grids according certain standards, in order to build a fine, precise and standard social comprehensive management service system by renewing and integrating police practice model. Based on grid policing, people＇ s livelihood policing, cooperative policing, scientific poli- cing, warning policing, fiat policing, professional policing, counte—terrorists policing, this paper explores the cur- rent policing model in border regions, building a prevention, control, combat, management, service system - five - in - one framework of grid policing with the characteristics of harmonious, security and stable in border regions.
