摘要
在美国工商企业机构中,起源于19世纪晚期的集体谈判制度是随着产业工会和行业工会的成长而出现的。与私营机构相比,美国公共部门集体谈判制度发展的历史是不同的,其集体谈判制度和运作则受到由联邦、州和地方等不同层级政府提供的一系列复杂的法律规范的规定。美国公共部门的工会组织是在公共部门雇员中自发形成的一个独立群体,它的集体谈判工作在众多方面表现出了与私营部门的许多不同。
In the industrial and commercial enterprises in USA, the collective bargaining system which originated in late nineteenth century along with the development of industrial trade unions and vocational trade unions. Compared with the private sector, America' s public sector has different history of collective bargaining development. The collective bargaining system in public sector has been regulated by a series of complex laws and regulations offered by the governments of different level. As an independent group, the trade unions in public sector were organized by the employees spontaneously. Therefore, the collective bargaining showed many differences in the public sector.
