本文通过对祁县规划管理状况的分析，指出社会转型时期，基层规划管理面临的挑战，提出规划管理工作进一步提高完善的思路和建议。

Through the analysis of Qixian planning management situation, this paper pointes out during the period of social transition, facing chal enges of the planning management, and puts forward the planning management work to further improve the ideas and suggestions.
