本文将精明增长理论同我国小城镇发展相结合，针对京津间小城镇发展中出现的问题，以天津市城关镇为例，探讨在规划建设过程中如何实现小城镇的可持续发展。

This paper, combined the theory of smart growth with the development of smal towns in our country, aiming at the problems of the development of smal towns and taking Chengguan town of Tianjin city as an example, discussed how to realize the sustainable development of smal towns in the planning and construction process.
