在我国市场经济体制下，工程量清单成为了水电工程招投标过程中不可缺少的一种方式。然而无论是从招标文件完整、严谨的角度来思考，还是从投标文件准确、精准的范围来考虑，其在投标中仍然存在风险。本文主要指出了风险并分析了防范措施。

Under the market economy system in our country, the engineering quantity list has become a needful way in the process of the bidding of Hydro-power Engineering. However, whether it is to be thought of from the integrity of tender document and the rigorous angles, or to be considered from the accuracy of bidding documents and the precise range, it stil may suffers the risk in bidding. This paper pointed out the risk and analyzed the prevention measures.
