国外自然资源公共服务及对我国的启示

Inspirations that We Should Draw from Foreign Countries in Public Service of Natural Resources

国外自然资源行政管理与公共服务是一体的,自然资源公共服务体系与行政管理紧密结合,形成法规—规划—实施管理—评价—法规一套动态的自然资源管理流程,使行政管理真正科学、有效。国外自然资源公共服务针对自然资源管理者、使用者的需求来提供,主要有财政资助、技术指导和信息服务三大类。对我国自然资源管理的重要启示:(1)扩大自然资源公共服务的范围和内容,促进服务型政府的建立;(2)建立完善自然资源公共服务政策和体系;(3)加强自然资源公共服务基础设施和应用平台建设;(4)在完善基础数据调查评价的基础上加强产品开发。

This paper introduces that in foreign countries, the administrative management and public service with regard to natural resources are one in which a set of dynamic natural resources management process has been formed under the close integration of public service system and administrative management, the process is, laws and regulation--planning-- implementation and management--evaluation---laws and regulations. Therefore, the administrative management has achieved real scientiifc and effective. The foreign natural resource public services mainly include ifnancial assistance, technical guidance, and information service which is aimed at meeting the demand of administrators and users. Using the experience of other countries for reference, this paper gives the methods that China must use in promoting our natural resource management. These include： enlarging the scope and increasing the content regarding the public service of natural resources to establish service-oriented government; establishing and improving the policy and system for natural resource public service; enhancing our efforts to build public service infrastructure and application platform of natural resources, as well as product development on the basis of improving the basic data investigation.
