基于模糊综合评价的高速公路管理评价体系研究

Research of freeway management evaluation system based on the fuzzy comprehensive evaluation

本文综合考虑高速公路管理的实际情况,建立包含目标层、准则层、指标层的三级高速公路现代化管理评价指标体系;建立了模糊层次分析法的评价模型,运用AHP法确定各指标权重,基于模糊评价法确定各指标的隶属度函数得出模糊综合评价矩阵,由此计算高速公路现代化管理的综合评价分值;最后以山东省高速公路管理为例,证明该评价指标体系和评价方法的科学性、合理性和实用性。

Combined with the actual situation of freeway modern management, a three -class index system, including target,criterion,and index,is put forward based on synthesizing the scope and specificity of freeway modern management.The assessment model is established based on the fuzzy AHP.The weight of each index is determined through the AHP and the degree of membership of each index through the fuzzy assessment method to obtain the fuzzy synthetic assessment matrix , bashed on which the overall assessment scores for freeway modern management level is calculated.Finally, a case study is conducted to verify the rationality and practicability of the assessment system and the proposed assessment method.
