论构建中国—东盟自贸区区域经济融合的国际投资问题

To Establish the International Investment System of the Regional Economy of CAFTA

区域经济一体化是当今世界经济发展的潮流,国际投资和国际贸易、服务贸易成为构架经济一体化的三驾马车之一。文章试图以国际投资法、区域投资规则的相关理论为基础,以中国与东盟各成员国间的双边投资条约、东盟区域投资规则为论证依据,对中国—东盟自由贸易区(以下简称CAFTA)投资规则进行研究,进而探讨如何通过加强国际投资加深区域经济融合的程度。最后,文章提出国际投资的加强是构建中国—东盟自贸区区域经济融合手段之一,并对区域经济融合的功能提出个人的见解。

Regional economic integration is the trends of world economic development. International investment, international trade and trade in services are one of the troika of economic integration. This paper, based on international investment law, regional investment rules and other relevant theories, with the bilateral investment treaty between China and ASEAN member countries, regional investment rules as examples, analyzes the CAFTA investment rules, and then discusses how to strengthen the degree of international investment, deepen regional economic integration. Finally, this paper puts forward that the strengthening of international investment is one of the ways to build the regional economic integration for the CAFTA, and then suggestions are proposed.
