The Rethinking About the Financing Relationship Between Government and Market Under New Urbanization

文章认为,新型城镇化融资变革关键就是如何正确处理政府与市场融资关系,在新型城镇化战略导向下,中央政府应发挥更多的地方债宏观监管机制,承担战略投资者融资关系;地方政府应更多通过市场化途径化解地方债问题,推进多层级政府与市场之间的公私合作伙伴关系。文章指出,新型城镇化融资关系变革目标是平衡财政融资的普惠性、公益性与市场化融资的效率性、约束性之间的融资关系,构建开放的、透明的、市场化的城镇化融资体系。

The key of financing innovation of the New urbanization is how to handle the financing relationship between government and market. Under the new urbanization strategy, the central government should play strategic investors and do more macro-control and regulation mechanism to LRGs; and the local government should use more market financing method to solve LRGs problems and actively promote the PPP relationship between government and market. The innovation goal of financing relationship under new urbanization strategy is to balance the financing relationship between ＂Pratt ＆ Whitney, public welfare＂ of government financing and ＂efficiency, constraint＂ of market financing, and construct open, transparent, market-oriented urbanization financing system.
