浦东社区卫生服务机构财政投入绩效分析

Analyzing the performance of governmental input in health services centers in Pudong

目的:对2013年浦东新区社区卫生服务机构的财政投入绩效进行分析。方法:利用回归分析和数据包络分析(DEA)方法,计算了当年财政投入的产出弹性系数和社区卫生服务机构的DEA效率。结果:发现财政投入产出弹性系数为0.812,DEA效率为0.746,84.1%的机构处于无效率状态。结论:财政投入对总服务量提升起正向作用,但财政投入效率有待提高。

Objective To analyze the performance of governmental input in health services centers in Pudong in 2013. Methods Based on OLS regression and DEA, the output elasticity of financial input and DEA efficiency of community health services centers were calculated. Results Output elasticity of financial input was 0. 812. DEA efficiency was 0. 746. And 84. 1% of community health services centers operated inefficiently. Conclusion Increase in financial input could promote the output of health centers. But the efficiency of financial input needs to be improved.
